<p>The second head, as soon as it appeared, started contradicting everything the first head said.</p>
<p>For example, the first head said it would increase class sizes in state schools and work to get rid of all day kindergarten. Today, the second denied both and claimed a special fund would be created to provided full day kindergarten to schools that wanted it.</p>
<p>How exactly that would be a savings, the second head wouldn&#8217;t say. Neither would the first. <p>Gibbons&#8217; spokesfolk refused to say if the Governor would keep the second head because it allows him to text and nap at the same time.</p>
<p>Meanwhile, Assembly Spokester <strong>Barbara Buckley</strong> trotted out a boatload of proposals for fixing budget holes without education cuts. <p>The Gube responded by refusing to allow Legislators access to departmental budgets of state agencies, saying something to the effect that too much information is dangerous and that answering questions keeps state employees from the main job: covering the Gube&#8217;s ass. <p>Gibbons also noted he would devise a special category for Legislator requests: &#8220;Requests for information that warrant a response, but that do not require prompt attention will be put into a low priority file.&#8221;</p>
<p>In other words, it&#8217;s been a pretty normal day at the Carson Gube mansion.</p>
<p>By the way, Ralston is flashing that Brian Sandoval, the Man Who Would Be Gibbers, has <a href="http://www.briansandoval.com/_blog/Brian%27s_Blog/post/2009_Fundraising_Numbers/?utm_source=tweet%2Blink&amp;utm_medium=twitter&amp;utm_campaign=fundraising%2Bannoucement%2Bblog">raised about $900,000</a> for his Gube race, probably twice as much as Gibbons and the guy who was once mayor of some backwater will report together. The ex-mayor was <a href="http://twitter.com/MikeMontandon/statuses/7689592634">apparently unhappy at the news</a>.</p>

Biggest lie in the interview, tho, was the one about hoping he won&#39;t have to call a special session. The desperate Gøøb needs the Legos for a punching bag to rally his crazy, teabaggin&#39; base, so the &#39;Monger&#39;s predicting a 100% chance of a session this winter. (<a href="http://www.kvbc.com/Global/story.asp?S=11110346">KVBC</a>) Kudo&#39;s, however, to the KVBC web editor who used the Gibber&#39;s most frightening grimace as the still photo on the web viewer, reproduced above for your, um, edification. There&#39;s $111,000 over there, some of which was spent on polling for the non-Nor&#39;Towny campaigns of <strong>Donna Toussaint</strong>, <strong>Sean Fellows</strong>, and <strong>Brian Scroggins</strong>. (<a href="http://nvsos.gov/cefddocs/0002008_Reports%2f000Political_Action_Committee%2f000NLVPAC%2f000CE_Report_2.pdf">NLVPac 2008-CE-2</a>) The Nevada State Republican party is the main source of funds, having pumped $60,000 into the PAC during the last few months. Turned out to be a handy way to slip money into a bunch of campaigns while skirting campaign finance limits, I suppose. I wonder how so-called Democrat state senator John Lee likes taking laundered Republican money? He got $1,000 from the PAC this time around.</li>
<li>The NLVPac got its start as a way for a loony rightwing dot-com bazzilionaire to funnel money into Nor&#39;Town politics and mainly into Republican races. It was the subject of one of my (sniff!) first posts over on the <a href="http://votegibbonsout.blogs.com/north_town/2006/09/northtown_for_s.html">Nor&#39;Town blog</a>. Course, if the money is now going to be used in a bloody Republican primary which will bleed the Gube&#39;s coffers and make him an easy target in the general, why I might just contribute to it myself! I said &quot;might,&quot; note.</li>
<li>A truly cynical and paranoid person might wonder if the recent flap over the <a href="http://votegibbonsout.blogs.com/north_town/casa-rosa/">Casa Rosa apartments</a> might not be the first salvo against the mayor, who unhappily sits on the Nor&#39;Town housing board which has been found to be the rather Dickensian landlord of the place. The City of Las Vegas blew the whistle on that one. Anybody from down there running for Gube?</li>
<li>I&#39;m sure we all enjoyed Sou&#39;Town mayor <strong>Oscar Goodman</strong>&#39;s version of Howard Dean&#39;s scream last week. (<a href="http://www.lasvegassun.com/news/2008/nov/20/mayor-gives-culinary-piece-his-mind/">Sun</a>) Only a truly cynical and paranoid person would wonder if the Culinary Union was put up to it by other Gube wannabes whom Culinary likes better.</li>
<li>Oh, here&#39;s a lovely piece about Clark County Commissioner and Gube wannabe <strong>Rory Reid</strong>, who seems well-liked by unions. Oh, and it mentions a bunch of real governors in it as if Rory were, well, you know, one of them already. <li>Oh, look. State Assemblyspokestress <strong>Barbara Buckley</strong> received a <a href="http://www.barbarabuckley.com/recognition.html">lovely endorsement</a> from the Culinary Union just this year.</li>
<li>I suppose it&#39;s a good thing that all of us have abandoned cynicism and paranoia for the time being. <p></strong>Rory Reid&#39;s recent &quot;rouse the rurals&quot; tour counts, I believe, as the first event for the 2010 Gubathon, and I would have gladly given notice about that, but I&#39;m apparently only on the senior Reid&#39;s junkmail list.</p>
<p>Elsewhere: The judge presiding over the Gibbons&#39; marriage meltdown is just about as sick of the first couple as the rest of us. Family court judge Frances Doherty has ruled that the couple has failed to resolve their differences according to an earlier agreement and may face sanctions. (<a href="http://www.nevadaappeal.com/article/20080925/NEWS/809259983/-1/rss03">AP</a>) A special commission&#8211;yes another one&#8211;will be assembled to go over the couple&#39;s finances.</p>
<p>Looks like Dawn could get the Elko property and the 10,000 or so cows the gube seems to think reside on it.</p>
<p>The Sage commission has discovered a way to save a bazillion dollars or so for the state. By turning medicaid over to an HMO. (<a href="http://www.lvrj.com/news/breaking_news/29763904.html">RJ</a>) And it doesn&#39;t seem fair that they get credit for the idea to shut down a prison in Carson that was on the chopping block anyway. But, so much for the great experiment in finding fat on a corpse.</p>
<p>Nevada OSHA is mighty upset that its fed counterpart thinks it&#39;s letting Boyd Gaming off easy in the deaths of workers at a casino project. (<a href="http://www.mercurynews.com/breakingnews/ci_10557008?nclick_check=1">AP</a>)</p>
<p>Among the irregularities surrounding the case: Gube appointee Mendy Eliot seems to have intervened to stave off sanctions against the company. Mendy at the time was director of the state&#39;s&#0160; Business and Industry Department, of which&#8211;wait for it&#8211;Nevada OSHA is an appendage:</p>
<p style="margin-left: 40px;">An OSHA spokeswoman confirmed Thursday that Boyd had asked one of<br />
Gibbons’ appointees to become involved. She is Mendy Elliott, director<br />
of the Business and Industry Department, which includes OSHA.</p>
<p style="margin-left: 40px;">Elliott, in turn, reached out to a top official in Gibbons’ office,<br />
Dianne Cornwall, his chief operating officer. A third state official,<br />
Roger Bremner, the administrator for the Industrial Relations Division,<br />
which directly oversees OSHA, was also uncharacteristically involved in<br />
the case.</p>
<p>But that&#39;s not the best part. This is:</p>
<p style="margin-left: 40px;">Gibbons received at least $45,000 from Boyd Gaming and related<br />
interests in his 2006 race for governor and nearly $40,000 in his<br />
congressional campaigns dating to 1996. (<a href="http://www.lasvegassun.com/news/2008/apr/18/influenced-osha-bends/">Sun</a>)</p>

Sigh. It&#39;s the passing of an era. <strong>Dennis Montgomery</strong> has settled up with <strong>Warren Trepp</strong> in their dispute over who owned that Muslim-pattern recognition software that Montgomery wrote. Trepp&#39;s company, eTreppid, sold the software to the U.S. Government with a little help from then backbencher Jim Gibbons and perhaps a little alleged palm greasing of same along the way. According to the settlement, Montgomery keeps control over the rights to the software, but will pay Trepp a percentage of any profits from it. Also, Montgomery has agreed to pay “compensation for certain allegations made” against Trepp. (<a href="http://www.rgj.com/apps/pbcs.dll/article?AID=/20080923/NEWS18/80923067&amp;OAS_sitepage=news.rgj.com%2Fbreakingnews">RGJ</a>)&#0160; Whether that includes ALL the allegations of greasing the Gube&#39;s palms, isn&#39;t clear. Nor is it clear if the pair will face any criminal prosecution for any alleged palm greasing&#8211;along with the Gube. Surely they deserve some jail time for that <a href="http://www.msnbc.msn.com/id/18613647/">napkinhead pic alone</a>.</li>
<li>Filling the Gube-vacuum in Nevada, along comes another Gube-wannabe, Speakstress <strong>Barbara Buckley</strong>, this time with some townhall meetings about stabilizing state government&#39;s funding base.&#0160; After two years of Gibbers, everybody&#39;s shocked at the concurrence of the words &quot;leadership&quot; and &quot;vision&quot; in the same sentence as the name of a state leader. (<a href="http://blogs.lvcitylife.com/various-things-and-stuff/2008/09/22/vision-leadership-in-nevada">VTS</a>,<a href="http://www.lvrj.com/opinion/29582674.html">RJ</a>) The Governor&#39;s office, which tends to be thin-skinned about it&#39;s total lack of leadership and competence, immediately attacked Buckley for not being governor of the state, insisted that the word &quot;leadership&quot; is a code word for &quot;taxes,&quot; and that&#39;s why the governor won&#39;t have any of it. That&#39;s a paraphrase, but not much. (<a href="http://www.lvrj.com/news/29582719.html">RJ</a>) As for the not being governor bit, well, give her a little time, fellers.</li>
<li>Gibbers stopped by a mining convention in Vegas a few days ago, where mining CEO&#39;s are so flush with cash they threw the biggest shindig ever. Pity nobody can think of anything else to do with all that money instead of spending it on liquor and hookers. (<a href="http://www.bouldercitytimes.com/2008/09/23/FORGOODNEWSGOBELOWSURFACE.aspx">RJ</a>) The mining guys are particularly excited about the 1.2 billion tons of coal they expect to mine this year&#8211;and burn in the Gube&#39;s shiny new coal plants. No wonder they invited him. He&#39;s the best thing to happen to the biz since that <a href="http://votegibbonsout.blogs.com/votegibbonsout/2007/05/guest_gibbons_r.html">1872 mining act</a>.</li>

(<a href="http://www.lasvegassun.com/news/2008/sep/21/hello-mayor-hello-governor/">Sun</a>) One suspects, however, that he would actually prefer to slip in a non-term-limited clone instead.</p>
<p>Up north, <a href="http://www.lasvegassun.com/news/2008/sep/21/rory-reid-lays-ground-run-governor/">&quot;big dog&quot; Rory Reid</a>, bearing a last name that the rurals love to hate, is doing some pre-gubeathon reconnaissance. According to the Sun, he&#39;s out to quash the Democratic opposition just as the tank is beginning to fill up. Other candidates swimming about: Speakstress Barbara Buckley, SoS Ross Miller, Krolicki nemesis and State Treasurer Kate Marshall, and AG Catherine Cortez Masto.</p>
<p>Meanwhile, the ever hopeful Jon Ralston calls on the rich to solve our problems for us. More specifically, he wants some local money-bags to step in and finance the recall of the little Barrick Goldfish before the next legislature meets. That is, before the little fish proposes a flat budget for the next legislature and fails to stabilize the state&#39;s tax structure, forever tying the state to the business cycles of builders and casinos. (<a href="http://www.lasvegassun.com/news/2008/sep/21/why-its-time-remove-gibbons-office/">Sun</a>) Not miners, of course, just builders and casinos, and only just the littlest bit each.</p>
<p>Course, it&#39;s too late for the next legislature. Even if they started now, the money-bags couldn&#39;t get the recall ramped up in time to net the little goldfish.</p>

<p>And he keeps confusing, maybe on purpose,&#0160; the call for a long range restructuring of Nevada&#39;s tax structure, with the idea of jacking taxes 2 bazillion percent across the board tomorrow.</p>
<p>Hey, we should sell Nevada&#39;s current financial system to Disneyland cuz its better than a roller coaster. It goes up and down so good.</p>
